Inaugural Launch

The Action Committee for the Mediterranean will be officially launched during an inaugural event scheduled for spring 2025 in Malaga, Spain.

Demographics Report​

The Committee’s permanent secretariat has officially begun its work, drawing up a comprehensive report on Mediterranean demographics, which will be extensively discussed at the inaugural event.

Our Project

In the North, anti-immigration rhetoric is growing louder. In the South, anti-Western sentiments are on the rise. Yet, beyond these political divides, our shared reality tells a different story. Demographics and interdependence are creating connections that politics cannot erase.

The demographic shifts in our region are changing everything. The aging populations in the North need the energy and talent of the youthful South, while the South benefits from the economic opportunities and resources of the North. These dynamics, combined with wealth disparities, are driving us toward a more integrated Euro-Mediterranean region – a future that is already taking shape.

This shared reality means we must act together to address the challenges we face: stabilizing the region, adapting to demographic changes, matching labor markets, creating shared value chains in industry and services, dealing with the effects of climate change, ensuring food security, writing a common narrative and improving cultural integration. These are not just problems to solve; they are opportunities to build a common future.

The Action Committee for the Mediterranean aims to make this shared future a reality. Where politics creates obstacles, we focus on solutions. By working together across divides, we can confront our common challenges and take meaningful steps toward a more stable, prosperous, and integrated Mediterranean.

Our Method

Inclusivity

We will gather a diverse group of participants, including experts, economists, academics, and civil society representatives, ensuring balanced contributions from across the Mediterranean region.

Collaboration

Through informal and discrete annual forums, we plan to address key challenges by exploring technical, practical, and realistic solutions, fostering open and meaningful debate.

Continuity

Our permanent secretariat will ensure continuity by producing actionable reports, white papers and facilitating consistent follow-ups, laying the groundwork for the long-term success of our initiatives.

Founding Members

About us

The Mediterranean faces a shared future shaped by common challenges: demographics, economic integration, food security, energy, health, culture, etc. Addressing these issues together is essential, but traditional approaches relying on top-down strategies, developed within institutional frameworks, have often failed. Political disagreements stand in the way, leaving little room for meaningful progress.

The Action Committee for the Mediterranean takes a different approach. Rather than imposing institutional solutions, we begin with the realities on the ground.

By focusing on the practical needs and opportunities that connect the region, we aim to shape policies from the ground up. This bottom-up strategy brings together experts, leaders, and decision-makers to work discreetly on concrete, actionable solutions, free from the political deadlock that slows other initiatives.

Our vision is not about building new institutions but about crafting solutions that work. By fostering collaboration on shared priorities, the Committee aims to pave the way for a more integrated, resilient, and prosperous Mediterranean: a future shaped by what unites us, not what divides us.

Our inspiration

Our approach is inspired by the groundbreaking work of Jean Monnet’s Action Committee for the United States of Europe, which demonstrated the power of informal collaboration to tackle divisive issues. Monnet’s method of addressing practical challenges through collective action and shared expertise continues to serve as a beacon for our initiative. Like Jean Monnet’s vision for Europe, we believe the Mediterranean’s greatest strength lies in its ability to unite around common goals. This historical example drives our commitment to fostering practical solidarities, ensuring the Mediterranean remains a space of innovation, exchange, and progress.

Hakim El Karoui

Director General & Founder

Hakim El Karoui is a former political advisor, essayist, and consultant. He served as an advisor to French Prime Minister Jean-Pierre Raffarin and later to Minister of Economy and Finance Thierry Breton. He then joined the investment bank Rothschild & Cie as a director, where he oversaw operations in Africa and the Middle East. Subsequently, he became a Partner at Roland Berger, focusing on advising the French government and expanding the firm’s presence in Africa. He also led the Paris office of the consultancy firm Brunswick. Hakim El Karoui is a respected figure and expert in French society. He has authored several books and contributed to numerous reports, particularly with the think tank Institut Montaigne. Additionally, he is the founding president of Club XXIe siècle, a prominent organization dedicated to promoting diversity and equal opportunities among leaders.

Marc Reverdin

Secretary General & Co-founder

Marc Reverdin is a former French diplomat and expert in global affairs and strategic communication. He served as a political advisor at the French embassy in Rome, and later joined former WTO Director Pascal Lamy in the Prime Minister’s office to lead Paris’s international campaign for the 2025 World Expo. In 2018, Marc Reverdin co-created the Paris Peace Forum and served as its Secretary General for four years. He also developed expertise in Indo-Pacific issues through his work with the Pacific Economic Cooperation Council (PECC). In 2022, Marc Reverdin was a Director at the Brunswick consultancy’s offices in London and Milan. He now runs his own consulting firm, specializing in geopolitical expertise and global issues.

Youssef Chahed

President

Former 14th Prime Minister of Tunisia (2016-2020), also former Secretary of State for Fisheries and Minister of Local Affairs. He championed press and speech freedom and civil rights since Tunisia’s 2011 revolution. He is currently a Senior Fellow at Harvard Kennedy School’s Belfer Center for Science and International Affairs.

Nathalie Delapalme

Secretary

Executive Director and Board Member of the Mo Ibrahim Foundation, and Co-Secretary General of the Africa Europe Foundation. She has served as an advisor on Africa and development to French Foreign Affairs Ministers, including Dominique de Villepin and Michel Barnier. She has also been a non-executive board member of various Africa-focused companies, non-profits, and think tanks for 15 years.

Bernardino Leon Gross

Treasurer

Former Spanish Secretary of State for Foreign Affairs, Bernardino Leon is a renowed expert in Southern European and Arab political affairs. He served as a UN Special Representative in Libya and EU Special Representative to the Southern Mediterranean. He was also Director General at the Emirates Anwar Gargash Diplomatic Academy and now heads the Brunswick Group office in Madrid.

Hicham El Habti

Executive Committee

President of Université Mohammed VI Polytechnique since October 2020. Drawing on his extensive experience in business management and administration in the field of education, as well as his managerial and leadership skills, he leads the University’s organizational development.

Pascal Lamy

Executive Committee

Pascal Lamy is a French economist and politician. He served as European Commissioner for Trade (1999-2004) and later as the 5th Director-General of the World Trade Organization (2005-2013). Priori to that, he was Chief of Staff to the President of the European Commission, Jacques Delors, and acted as a G7 “sherpa”. Since 2023, he has been Vice-President of the Paris Peace Forum, after serving as its President from 2019 to 2023. He is also the Honorary President of the Jacques Delors Institute, overseeing its affiliated institutes in Paris, Brussels, and Berlin. Additionally, he chairs the French Committee of the Pacific Economic Cooperation Council (PECC).

Ahlem Gharbi

Executive Committee

Ahlem Gharbi is a senior Franco-Tunisian official with extensive expertise in international relations and cultural diplomacy. She has held key positions within the French Ministry of Foreign Affairs, including postings in Egypt and at the United Nations, before serving as a North Africa and Middle East advisor to the French President Emmanuel Macron. Later, she led partnerships at the French Development Agency (AFD) before being appointed Director General of the Institut Français d’Algérie and Cultural Cooperation and Action Counselor at the French Embassy in Algeria. With deep knowledge of Mediterranean and African dynamics, she is committed to fostering intercultural dialogue and strengthening bilateral cooperation.

Ulrich Deupmann

Executive Committee

A German journalist now leading European public affairs at Brunswick’s Berlin office. Formerly a political correspondent and bureau chief for top-tier publications, he also served as advisor and speechwriter to Foreign Minister and Vice Chancellor Frank-Walter Steinmeier, now Federal President of Germany.

Hamouda Chekir

Executive Committee

Managing Director at Centerview Partners, previously at Lazard for 17 years, specializing in sovereign advisory. He is also, co-founder of the Finance for Development Lab, a non-profit think tank dedicated to enhancing international finance frameworks. He’s particularly known for expertise in emerging markets finance, international financial architecture, and economic policy.

Andrea Manciulli

Executive Committee

Former Member of the Italian Parliament, Head of the Italian Delegation to the NATO Parliamentary Assembly, VP of the Foreign Affairs Committee. He chaired NATO’s Special Group for the Mediterranean and the Middle East. He also chairs Europa Atlantica, directs Institutional Relations at the MedOr Foundation, and conducts research at the Italian Institute for International Political Studies.
